2. Every package ships with: filename, byte length, SHA-256, producer profile, source commit/task id, created_at UTC.
3. Recipient must recompute size+SHA-256 before claiming receipt. Mismatch = reject; never splice by eye.
4. Bot Chat text fallback only for tiny text: base64 wrap 64 cols, numbered chunks, per-chunk SHA-256 over exact LF-terminated payload. Lines ≳1400 chars may truncate.
5. `target_busy` = NOT delivered. Retry once when idle. A reply notification is not delivery proof.
